The Multilateral Fund family of institutions
is fundamentally based on partnership. The successful implementation
of the Montreal Protocol to date is due to a very large degree on
the cooperation of the partners at all levels:
- National Ozone Units
- Private sector enterprises in developing countries
- Governments and Bilateral agencies
- Multilateral Fund Secretariat and Ozone Secretariat
- Implementing Agencies and other international organisations
- Technical experts including those from the Technology and Economic
Assessment Panel and Technical Options Committees
- Non-governmental organisations
- Industry associations.
In different ways, UNEP is a partner with
all of these entities and contributes to the global work to implement
the Montreal Protocol and address the global challenge of ozone
layer depletion. These varied partnerships under the Montreal Protocol
contribute to the realisation of the Millennium
Development Goals and implementation of the Bali
Strategic Plan.
With regard to its sister Implementing
Agencies, UNEP cooperates with them on multiple activities including,
for example.:
- Joint project implementation. For example, for Refrigerant Mangement
Plans, UNEP handles non-investment components and UNDP and UNIDO
handles investment components.
- UNEP and UNIDO have technical cooperation in the methyl bromide
sector
- Joint agency missions to countries resolve compliance difficulties
of countries
- Active participation of UNDP in Regional Networks of Ozone Officers
managed by UNEP
- Contribution to information and awareness raising activities
To design and deliver its services to developing countries, UNEP
collaborates with a number of developed countries. These partners
have included:
- Australia
- Canada
- Czech Republic
- European Commission
- Finland
- Germany
- Italy
- Japan
- Netherlands
- New Zealand
- Sweden
- Switzerland
- United States of America
Finland, Sweden, the Netherlands and Italy have provided bilateral
support to UNEP over and above their contribution to the Multilateral
Fund to undertake projects in specific countries or regions.
UNEP additionally partners with international, regional and national
industry and farmer organisations, NGOs and training institutes
in order to achieve its goals. Some examples are:
UNEP and the Food and Agriculture Organisation (FAO) collaborate
on methyl bromide information and training activities as part
of UNEP's work as an Implementing Agency of the Multilateral Fund.
OzonAction Programme partners with the South Pacific Regional
Environment Programme (SPREP) to assist Pacific island countries
operating under Article 5 of the Montreal Protocol
The Environmental Investigation Agency and the OzonAction Programme
partner to help countries prevent and detect illegal trade in
ozone depleting substances.
Under the GEF, UNEP and UNDP partner to
assist countries with economies in transition in the areas of
- Institutional Strengthening projects
- Training in refrigeration and customs
- Phase out of methyl bromide, which also involves the Food and
Agriculture Organisation (FAO). FAO has worked with UNEP on methyl
bromide information and training activities as part of UNEP's
work as an Implementing Agency of the Multilateral Fund.
