10 Year Framework of Programmes on Sustainable Consumption and Production (10YFP) The Johannesburg Plan of Implementation, adopted at the World Summit on Sustainable Development in 2002, calls for the development of a 10 Year Framework of Programmes to accelerate the shift towards sustainable consumption and production, and to promote social and economic development within the carrying capacity of ecosystems by de-linking economic growth from environmental degradation. The United Nations Commission on Sustainable Development (CSD) has this 10 Year Framework of Programmes (10YFP) as one of its main themes for consideration during the current implementation cycle (18th and 19th sessions, 2010-2011). CSD Intersessional Meeting (Panama, 13th-14th January 2011) During the 18th session of the CSD in May 2010, strong support was shown for the development of a 10 Year Framework of Programmes on SCP, with delegations requesting an intersessional meeting in order to further develop the 10 YFP before the Intergovernmental Preparatory Meeting (IPM, February 2011) and CSD 19 (May 2011). Panama, as co-chair of the CSD Bureau, has offered to host the meeting on 13 to 14 January 2011, organized jointly with UNDESA and UNEP. The aim is to advance discussions in the lead-up to CSD 19, ensuring a successful outcome, including a decision on the 10YFP by the CSD in May. UNDESA and UNEP are jointly preparing the background documents which will form the basis for discussion between governments and other stakeholders:
Outcomes of the consultations of the Marrakech Process on a 10 Year Framework of Programmes on SCP: One of the main objectives of the Marrakech Process is to respond
to the call of the Johannesburg Plan of Implementation by supporting
the development of SCP programmes, projects and policies, and
by developing inputs to the10 Year Framework of Programmes on
SCP (10YFP) which is being considered by the Commission on Sustainable
Development (CSD) during the 2010/11 cycle (CSD 18-19). Inputs to the 10 YFP, in the form of successive drafts, have been developed through a broad consultation process with key stakeholders such as governments, regional fora, UN agencies, SCP experts and major groups, including business, NGOs and Trade Unions, including those represented in the Marrakech Process Advisory Committee and Task Forces. Objectives of the 10YFP The proposed 10YFP needs to advance the SCP agenda, building
on Agenda 21 and the Johannesburg Plan of Implementation (JPOI).
It is thus of vital importance to define common vision, goals
and objectives and key priority areas. The 10YFP should also provide
incentives for all stakeholders to engage in and support concrete
SCP-related actions. The development for a 10YFP could build upon the regional and national needs and priorities identified under the Marrakech Process consultations and the work of the Marrakech Task Forces as well as through the Regional Implementation Meetings of the CSD. Common priorities have been identified across regions. For instance, most regions have identified some key sectoral priorities such as energy, waste management, water, mobility, housing, agriculture and tourism. Most regions also identified key policies and tools to promote SCP, such as developing national SCP programmes/action plans, utilizing economic instruments, promoting sustainable procurement, and integrating SCP into formal and informal education. Poverty reduction is a cross-cutting issue for most regions. Structure of the 10YFP At the second meeting of the Marrakech Process Advisory Committee,
it was suggested that the 10YFP could be comprised of: The draft of the 10YFP developed by the Marrakech Process proposes that the framework be structured following the life cycle approach and includes programmes that will provide an enabling policy framework (national SCP actions plans, mainstream SCP into national development plans, land use planning and infrastructure, fiscal and economic instruments, sustainable public procurement) and the right market forces and signals (consumer behaviour, pricing, corporate environment and social responsibility). The First Public Draft of the proposal for a 10YFP was available for consultation in September 2008, while the Second Public Draft of the 10YFP was made available in April 2009. These drafts benefited from valuable comments from the Advisory Committee, NGOs, businesses and UN Agencies. The Third Public Draft of the 10YFP was available for comments from the 2nd September to the 7th December 2009 and a Revised Third Public Draft was developed, based on the comments received (see below).
